CONSTITUTION AND BY-LAWS OF THE

BEAVER COUNTY MODEL AIRPLANE CLUB, INC.

 

TITLE

 

The name of this organization shall be “BEAVER COUNTY MODEL AIRPLANE CLUB, INC.”.  Our chapter, as adopted, shall be known as “BEAVER COUNTY MODEL AIRPLANE CLUB, INC.”.  The club colors, as adopted, are RED, WHITE, BLACK, and YELLOW.

 

PREAMBLE

The purpose of this organization shall be to stimulate an active interest in modeling.  To perpetuate the ideals and principals of the ACADEMY OF MODEL AERONAUTICS, and to provide for our members, through its activities, the highest degree of education, club welfare, and happiness.

 

POLICY

It shall be the policy of this organization to affiliate with, and become a chartered organization of the ACADEMY OF MODEL AERONAUTICS, and to conform to its regulations as set forth.

 

ARTICLE I

 
MEMBERSHIP

SECTION A  (conditions)
Membership is offered to any person who professes and demonstrates allegiance to the principals of the BEAVER COUNTY MODEL AIRPLANE CLUB, INC., regardless of age or place of residence.


SECTION B  (new members)

  1. A prospective member must submit a written APPLICATION FOR MEMBERSHIP.
  2. A prospective member must attend two regular meetings.  At the first meeting, he/she shall be introduced to the membership, and his/her application will be acknowledged.  At the second meeting, the membership will vote on his/her application.
  3. All potential members must be accepted by the general membership, at any regular club meeting.

SECTION C  (limits)
A 100-member limit shall be in effect with regards to open members only.  Junior members shall not be included in the limit.  March 31st shall be the last day a member of the previous year is guaranteed renewed membership, providing he/she pays his/her dues by then.  After the March 31st, the 100 limit shall be filled on a first come, first served basis.

 

ARTICLE II

OFFICERS

 

SECTION A  (titles)
The officers of the club shall consist of a PRESIDENT, VICE-PRESIDENT, SECRETARY, TREASURER, & SAFETY COORDINATOR.

SECTION B  (duties)
The duties of the officers shall be:

PRESIDENT

Shall preside at all meetings of the club and its executive committees, and have general supervision of the work of the club and its activities.  The president shall be a member of all committees.  He/she shall appoint any committees he/she may deem necessary, naming the chairman of each.


VICE-PRESIDENT

Shall perform the duties of the President in his absence.

 

SECRETARY

Shall keep the records of the club, and the minutes of the meetings.  He/she shall read the minutes of the last meeting at the opening of each monthly general membership meeting.  The secretary shall also keep a register of all members, along with their address and phone number.
TREASURER

Shall receive all dues and all monies due the club, and deposit them in a bank approved by the President.  He/she shall pay all approved bills, and keep the accounts of the club.  He/she shall present, at each regular monthly meeting, a financial report to be read to the general membership.  The Treasurer shall also present a written report at the January meeting, to all members.  He/she shall make and sign all checks.
SAFETY COORDINATOR

Will act as a communications liaison between the club and AMA Headquarters to ensure timely distribution of safety related material.  He/she must have E-mail access.

ARTICLE III

ELECTION OF OFFICERS

SECTION A  (nominations)

  1. Nominations for the offices of PRESIDENT, and VICE-PRESIDENT shall be taken in October, and voted on in November.
  2. Nominations for the offices of SECRETARY, TREASURER and SAFETY COORDINATOR shall be taken in November, and voted on in December.

ARTICLE IV

QUALIFICATIONS FOR CLUB OFFICERS
SECTION A

  1. Must be an active member of the club.
  2. Must have attended at least 50% of the monthly meetings.
  3. Must have dues paid to date.
  4. Must be a current A.M.A. member.
  5. Must be at least 21 years of age.

ARTICLE V

VOTING

SECTION A
All members, in good standing, will be given equal voting rights in all club matters.

 

ARTICLE VI

MEETINGS

SECTION A  (regular meetings)
Unless otherwise ordered by the President, regular meetings shall be held at least once a month, upon such date, time, and place as designated by the President.

SECTION B  (special meetings)

  1. The President may call a special club meeting.  He/she must specify the purpose, date, time, and place as he/she so designates.
  2. Each member must be notified at least three days prior to the said meeting.

 

ARTICLE VII

PARLIAMENTARY AUTHORITY

SECTION A  (rules of procedure)
The rules contained in Roberts Rules of Order Revised, shall govern the club in all cases to which they are applicable.

SECTION B  (amendments)
The By-Laws, as set forth by the B.C.M.A.C., INC., may not be altered or changed unless the change(s) is/are voted upon by a quorum (25%) of the club membership during three consecutive monthly meetings.  If approved by the general membership, the amendment(s) may then be adopted into the By-Laws of the club.

ARTICLE VIII

DUES

SECTION A  (deadline)
All membership dues are to be paid, to the Treasurer, by March 31st.

SECTION B  (classification & cost.)

  1. Open Membership-  $45.00  - Shall include all persons 18 years of age and older.
  2. Junior Membership -  $22.00  - Shall include all persons up to and including 17 years of age.
  3. If dues are paid by the March 31st deadline, an active member shall receive a $10.00 discount.
  4. If an active member has not paid his/her dues by the end of April, he/she will be treated as a new member and must repeat the club application process.

SECTION C  (new members)

  1. Any new member, who joins in the last quarter of the year, will have his/her dues credited to the following year.
  2. Any newly accepted member must pay his/her dues within thirty (30) days after his/her acceptance.  If not, his/her acceptance will be revoked and he /she will need to reapply for membership.

SECTION D
No member shall be considered in good standing, unless his/her dues are paid to date.

 

ARTICLE IX

PROCEDURES

SECTION A  (expulsions)

  1. Any member may be expelled from the club for misconduct, mischievous acts, or breaking any rule or regulation set forth by the club.
  2. Expelling any member will require a 2/3 vote of the club membership attending the regular monthly meeting.
  3. When a member is expelled from the club, he/she will not be reimbursed for dues he/she paid the club during the year.

SECTION B  (suspensions)

  1. The club officers may suspend a member from the club for a given period of time, not to exceed 14 days.  This act will not require a vote of the general membership.  At the end of the suspension period, the member may be re-instated.
  2. If the club officers, three times in any one calendar year, suspend any member, that member shall be expelled from the club permanently.

SECTION C  (flying requirements)
Every club member must belong to the A.M.A., if he/she wishes to fly his/her model at Zima Memorial Airfield.

SECTION D  (quorum)
25% of the membership of the club shall constitute a quorum for the transaction of club business.

SECTION E  (guest fliers)

  1. Flying privileges, not to exceed 3 visits, shall be extended to anyone desiring to fly at Zima Field, provided they can show a current A.M.A. membership, and are accompanied by a member in good standing.
  2. All guests are required to sign the “guest book” upon each visit.

 

ARTICLE X

MUFFLERS AND NOISE LIMITATIONS

SECTION A  (2-stroke engines)
All 2-stroke engines will be equipped with mufflers.  Muffler type will be of the expansion type.  No open front mufflers will be permitted.  However, mufflers can be of home origin.  Tuned pipes will be of the muffled type.  No boat pipes are permitted.

SECTION B  (limitations)
All models will not exceed 100 dba noise limit at 3 meters (10 ft.).  All members’ planes will be subjected to a noise test if deemed necessary by club officer(s).  Test procedure will be done at full throttle at 3 meters (10 ft.).

SECTION C  (4-stroke engines)
All 4-stroke model engines are not required to be equipped with mufflers, but they must meet the 100 dba limit.

SECTION D  (implementation)
All mufflers and noise limitations will go into effect March 1, 1988.  Noise limit will be further reduced to 90 dba at 3 meters (10 ft.) on January 1, 1990.

 

ARTICLE XI
SECTION A  (charter)
The By-Laws were written and presented to the general membership by the chartered President Dan Donatella, Vice-President John Krakar, Secretary/Treasurer Milan Livada.  Let it be of record forever, the BEAVER COUNTY MODEL AIRPLANE CLUB was organized in February of 1965, being an Official Charter Club of the Academy of Model Aeronautics.

SECTION B  (incorporation)
Let it be of record forever, that the BEAVER COUNTY MODEL AIRPLANE CLUB, was incorporated , as a nonprofit organization, on January 23, 1969.


SECTION C  (revisions)

  1. These by-laws were revised in April of 1970, after they were presented to the general membership at the three required meetings (January, February, and March 1970).  Roger E. Pattison, President; William E. Hurst, Vice-President; Fred Steward, Secretary; William Mohrbacher, Treasurer.
  2. These by-laws were revised in March of 1985, after they were presented to the general membership at the three required meetings (December 1984 January & February 1985).  James Rawlinson, President; Paul Kopriva, Vice-President; Larry DePaolis, Secretary; Anthony D. Glott, Treasurer.
  3. These by-laws were revised in March of 1988, after they were presented to the general membership at the three required meetings (December 1987 January & February 1988).  James F. McMillin, President; Paul Hornyack Jr., Vice-President; Cliff Dunn, Secretary; Anthony D. Glott, Treasurer.
  4. These by-laws were revised in December of 1990, after they were presented to the general membership at the three required meetings (October, November, and December 1990).  Ron Benaquesto, President; William E. Hurst, Vice-President; Dave Zolton, Secretary; Anthony D. Glott, Treasurer.
  5. These by-laws were revised in April of 1993, after they were presented to the general membership at the three required meetings (February, March, April 1993).  Philip Kress, President; Edward Inderbitzen, Vice-President; George Ventura, Secretary; Anthony D. Glott, Treasurer.

Change to read: Any new member who joins in the last quarter, will have his/her dues credited for the following year.

  1. These by-laws were reformatted by Anthony D. Glott in December of 2000 and were presented to and accepted by the general membership in January of 2001.  Jim Connor, President; Anthony Pavilonis, Vice-President; Richard Chiappetta, Secretary; Anthony D. Glott, Treasurer.
  2. These by-laws were revised in October of 2002 to reflect an increase in dues from $25.00 to $35.00, after they were presented to the general membership at the three required meetings ( July, August, October 2002).  Pete Cosky, President; Leonard Pushinsky, Vice-President; Richard Chiappetta, Secretary; Anthony D. Glott, Treasurer.
  3. These by-laws were revised in October of 2007 after presentation to the general membership at the three required meetings (July, Aug. & Sept. 2007).  Changes included: (1) DUES DEADLINE from Jan. meeting to March 31st.  (2) DUES: increased from $35.00 to $45.00 for Open Membership, and from $12.00 to $22.00 for Junior Membership.  ADDED:  Active members to receive a $10.00 discount if paid by March 31st.  (3) SECTION C (new members): The requirement for a one time initiation fee of $10.00 was dropped.  The office of SAFETY COORDINATOR was added to comply with the AMA requirement.  Jim Okon, President; Bob Frantz, Vice President;  Don Ries, Secretary;  Anthony D.   4. After presentation to the general membership at the three required meetings ( Feb., March, & Apr. 2009) an amendment on field restrictions was added to these by-laws in April of 2009 prohibiting the flying of turbine powered aircraft and helicopters on Zima Field.  Gary Hilton, President; Frank Verdecchia, Vice President; Steve Hawrey, Secretary; Anthony D. Glott, Treasurer; Bill Young, Safety Coordinator.
  5. After presentation to the general membership at the three required  meetings (Aug., Sept., & Nov. 2009) an addition to Section B under Article VIII (Dues) was approved requiring all active members to pay their dues by the end of April.  Gary Hilton, President; Frank Verdecchia, Vice President; Steve Hawrey, Secretary; Anthony D. Glott, Treasurer; Bill Young, Safety Coordinator.
  6. After presentation to the general membership at the three required meetings (Oct., Nov. 2010, & Jan. 2011), an addition to Section C (New Members) under Article VIII (Dues) was approved requiring all newly accepted members to pay their dues within thirty (30) days of acceptance.  Frank Verdecchia, Pres.; George Ventura, V.
